The Problem with annealing PLA is that the dimensions will change during the process. You may be able to compensate for it in the slicer to a certain extent, but I suspect that depending on your oven, the particular PLA and other possible unforeseen changes predicting the exact change in the PLA is ...

Its worth mentioning I had some gold filament, and I had very similar issues, I wonder if its what they fill it with!
In the end I whacked up the temp and that seemed to help, but everything was more brittle than ordinary coloured PLA.

Pretty but not good for strong parts!

I'll Second the higher tension on the extruder as a first step, PLA particularly the natural colour stuff seems to like a bit of the rough stuff :D. From what your are saying it seems like the stepping is skipping steps this could be the cause rather than a symptom, does it jam before or after the c...
